About Us

The Center for Theoretical Physics of the Polish Academy of Sciences (CFT PAN) is a research institute engaged in theoretical physics. CFT PAN was established in 1980 and is based in Warsaw.

CFT PAN conducts research in various fields of physics, including quantum information, research on the cosmos and gravitation, semiconductors, and atomic gases. The Institute’s strategy is to employ the strongest scientists while giving them freedom in conducting research. The result is the high position of CFT PAN in Poland, world-class publications (papers in Nature and Science), a large number of grants (approx. 30 projects), and presence in international consortia. In terms of citations per employee, CFT PAN ranks among the top Polish physics institutions.

CFT PAN also organizes a number of scientific events, including seminars, workshops, and conferences open to the public, and creates educational materials available on the Institute’s YouTube channel.

About the Position

We are looking for a person who will be responsible for the comprehensive preparation and conduct of public procurement procedures, preparation of documentation, and support for the Institute’s employees and organizational units in the area of public procurement.

Scope of Duties

• Comprehensive preparation and conduct of public procurement procedures in accordance with the Public Procurement Law (Pzp) and the Institute’s internal regulations.
• Conducting procedures on the Procurement Platform and entering data into the portals of the Public Procurement Office (e.g. ezamowienia.gov.pl).
• Participation in the work of tender committees, including performing the function of secretary or chairperson/leader of the procedure.
• Preparation of the Terms of Reference (SWZ) and other necessary documents, including in selected cases the Description of the Subject of the Contract (OPZ).
• Preparation and agreement of draft contracts, orders, and annexes to contracts.
• Reviewing applications for awarding contracts and supporting the Institute’s employees and organizational units in selecting the procedure mode and preparing documentation.
• Maintaining ongoing contact with contractors (bidders) during the procedures.
• Cooperation with law firms handling tender procedures (national and EU).
• Preparation of the plan of procedures and the annual public procurement plan.
• Preparation of annual reports on awarded public contracts.

Qualifications

Required qualifications, experience and knowledge

• Higher education (preferably in the field of legal or economic sciences).
• At least 3 years of experience in handling public procurement matters on the Contracting Authority side (mandatory requirement).
• Ability and experience in conducting tenders for broadly understood construction works (highly scored condition).
• Experience in operating electronic procurement platforms.
• Experience in conducting procedures concerning the procurement of equipment for numerical calculations.

Required skills and abilities

• Very good, up-to-date knowledge of the provisions of the Public Procurement Law, the Civil Code, the Public Finance Act and implementing acts.
• Good knowledge of the MS Office package, in particular MS Word and MS Excel (mandatory requirement).
• High level of independence, accuracy and conscientiousness in action.
• Ability to organize work under time pressure.
• Communicativeness and ability to work effectively in a team.
• Logical and conceptual thinking as well as consistency in the implementation of tasks.
• English language proficiency at least at B2 level (working language in an international environment).

Preferred qualifications, experience and knowledge

• Experience of working in a scientific unit, research institute or other unit of the public finance sector.
• Completed courses or training in the field of Public Procurement Law (with particular emphasis on the regulations applicable from 01.01.2021).

• full-time employment contract: 3-month probationary period, followed by a fixed-term contract for a period of 1–3 years with the possibility of extension to an indefinite period,
• total remuneration in the range of: 10 000–13 000 PLN gross/month (including seniority allowance). The employee is entitled to a seniority allowance upon meeting the conditions specified in the CFT PAN Remuneration Regulations. The employed person may also receive a discretionary or task-based bonus under the rules specified in the CFT PAN Bonus Regulations.
